About the job

This role sits within the finance function of a specialized utilities subsidiary of a global company, based in Riyadh, Saudi Arabia. The subsidiary delivers integrated utility services — including renewable energy, water desalination, wastewater treatment, solid waste management, district cooling, and telecommunications infrastructure — in support of large-scale regenerative tourism developments in Saudi Arabia.

The Role

The Manager, Financial Operations leads the full accounts receivable and billing lifecycle within the Utilities Finance department. The position reports to the Director of Finance and carries responsibility for accurate invoicing, revenue recognition, collections performance, and cash flow optimization. The role also covers process improvement, automation, and compliance with regulatory and internal control requirements.

Responsibilities

  • Finalize end-user agreements and manage end-to-end billing processes.
  • Collaborate with operations teams to verify completeness and accuracy of consumption data.
  • Generate and submit final bills to clients; reconcile payments and close invoices in SAP ERP.
  • Monitor aging reports and identify delinquent accounts.
  • Negotiate payment arrangements with overdue customers and escalate unresolved cases as required.
  • Work with stakeholders to define and implement credit policies.
  • Maintain internal controls and ensure adherence to regulatory frameworks applicable to utilities.
  • Support internal and external audits and implement policies to safeguard receivables.
  • Prepare and present AR KPIs; provide insights to senior leadership to support decision-making.
  • Identify process inefficiencies and recommend improvements.
  • Drive automation initiatives to improve accuracy and efficiency in billing and collections.

Qualifications and Experience

  • Bachelor's degree in Finance, Accounting, or a related field; MBA or CPA is an advantage.
  • 8 or more years of experience in accounts receivable, billing, credit, or collections.
  • Minimum 3 to 5 years in a managerial role.
  • Working knowledge of GAAP, receivables internal controls, and relevant regulatory requirements.
  • Proficiency in SAP ERP; experience with Oracle and CRM systems is also expected.
  • Demonstrated ability to build and mentor teams.
  • Strong communication and negotiation skills for engagement with customers and internal stakeholders.

Additional Skills

  • Experience in the utilities sector.
  • Analytical capability using Excel, data visualization tools, and reporting platforms.
  • Familiarity with utility-specific billing systems or measurement tools.
