Full Description
This position is based in Riyadh, Saudi Arabia, with a non-profit organisation. The role sits at analyst to specialist level within the procurement function.
The Role
The Procurement Officer / Specialist supports procurement operations across sourcing, contract administration, supplier management, and governance compliance. The position works within established policies and procedures and coordinates with internal stakeholders and external suppliers to ensure procurement activities are completed accurately and on time.
Responsibilities
- Execute procurement activities including sourcing, tendering, supplier evaluation, quotation analysis, and procurement administration in line with approved policies and procedures.
- Coordinate procurement requests with internal stakeholders to ensure business requirements are clearly defined and met within required timeframes.
- Support supplier selection, bid evaluations, and commercial assessments to confirm value for money and alignment with organisational requirements.
- Maintain procurement records, sourcing documentation, and related information in accordance with governance requirements.
- Support the preparation, administration, and monitoring of contracts, purchase orders, and supplier agreements.
- Coordinate with suppliers and service providers to ensure timely delivery of goods and services and resolution of procurement issues.
- Monitor supplier performance and service delivery against agreed requirements and contractual obligations.
- Contribute to supplier relationship management and supplier performance improvement activities.
- Ensure procurement activities comply with organisational policies, delegated authorities, and governance requirements.
- Support procurement reporting including spend analysis, procurement tracking, supplier reporting, and operational performance monitoring.
- Assist in identifying procurement risks, process improvement opportunities, and cost optimisation initiatives.
- Facilitate knowledge transfer to colleagues across relevant procurement activities.
Required Qualifications
- Bachelor's degree in Supply Chain Management, Procurement, Business Administration, Finance, Management, or a related field.
- Professional certification such as CIPS, CPSM, or an equivalent procurement or supply chain qualification.
Required Experience
- Two to six years of relevant experience in procurement, sourcing, supply chain management, contract administration, or related fields.
- Experience supporting procurement activities, supplier management, sourcing exercises, and contract administration processes.
- Experience working with procurement systems, procurement reporting, and supplier performance management.
- Experience supporting procurement governance and compliance activities is preferred.
Required Skills
- Strong understanding of procurement, sourcing, supplier management, and contract administration practices.
- Knowledge of procurement policies, governance requirements, and procurement lifecycle processes.
- Strong analytical and commercial evaluation skills to assess procurement options and supplier proposals.
- Ability to manage multiple procurement activities and contract administration tasks while meeting deadlines.
- Strong interpersonal skills with a collaborative and service-oriented approach.
- High level of integrity, professionalism, and accountability in managing procurement activities.
- Strong stakeholder management and vendor coordination skills.
- Proficiency in written and spoken English and Arabic.
