The Role

The global real estate company is hiring a Senior Cost Manager to lead fund monitoring work on construction projects in Riyadh, Saudi Arabia. The position sits on the lender's side, providing independent oversight of project costs, progress, and risk to support drawdown decisions and protect lender interests throughout the construction cycle.

Responsibilities

  • Review project appraisals, budgets, cost plans, cashflows, and contracts from a lender's perspective.
  • Monitor construction progress, programme, costs, quality, variations, claims, and delays.
  • Independently verify project progress and contractor payment applications to support lender drawdowns.
  • Monitor cost-to-complete, forecasts, contingency usage, and overall project financial performance.
  • Identify, assess, and report key project risks with recommended mitigation measures.
  • Conduct regular site inspections and attend project progress meetings.
  • Liaise with the borrower, contractor, and design team while maintaining independence and confidentiality.
  • Prepare monitoring reports, drawdown recommendations, executive summaries, and ad hoc risk reports for credit and investment committee audiences.

Required Experience and Qualifications

  • Chartered membership of RICS (MRICS or FRICS) or an equivalent recognised professional body.
  • Minimum 8–10 years of post-qualification quantity surveying experience, including roles in development monitoring, bank monitoring, employer's agent, or project monitoring.
  • Experience on projects in Saudi Arabia or the wider GCC is strongly preferred, with familiarity with local contracting practices, FIDIC-based contracts, and the Saudi regulatory and permitting environment.
  • Strong understanding of construction finance structures, drawdown mechanisms, and lender risk requirements.
  • Excellent written reporting skills suited to credit and investment committee audiences.
  • Willingness and ability to travel or be based on site across KSA.

Location

Riyadh, Saudi Arabia. The role requires site presence and travel across the Kingdom.
